Easy answer to earmarks problem
Impoundment - Wikipedia, the free encyclopedia used to be a presidential power before President Nixon. A check and balance that was eliminated which allows congress to spend unchecked and actually encourages earmarks (the money will REALLY arrive). Rather than ethics rules and all the other BS, Congress should repeal the usurption of a longtime Presidential power.

Ummm....I don't know what brought this up, but Bush spends money like Paris with a platinum card on Rodeo.
I'd trust him to do nothing but partisan bickering with a financial veto.

It was not aimed at Bush but rather ALL presidents. More to restore the balance of power. On spending Bush has been nearly as bad as the House.

Unfortunately, the easy answer to the earmarks problem is to get rid of them. And that just ain't going to happen.
There should be one budget passed each year with a specific reasoning for emergency spending requirements. And emergency spending should be just that, limited to a specific emergency (ie, Katrina, war, etc) and nothing should be allowed to be tied into the spending bill authorizing it. Any thing not dealing with the interest of the majority of the states should not even be considered.
