Not cool at all, and certainly disrespectful.

That flag represents a hell of a lot more than just the issues he's protesting.

Unfortunately most won't understand his concerns and will just get pissed off by the display. What else is he doing to make a difference?

No, this qualifies as not cool. You're out in the middle of the ocean with no radio, the engine is dead and your buddy is dieing of someunknowndisease, you hang the flag upside down to attract attention/help. He's trying to make a "statement"...that 99% of the population won't bother to listen to because they're going to jump immediately to anger at seeing the flag that way.
