Is China building it, or is our government prototyping it?
I've been to Shenzhen and my brother-in-law lives there. It is a wild boarder town to a much larger extent than Tiauana and Juarez. I can see the desire to keep things under control there. The design seems to be an extension of what they are already experiencing in England and other "developed" areas. Usage here is more underground, but I don't doubt there are some installations, much like the wire-tap deal.
