CBR 150/250/400

Okay I'm wicked lazy so this is my "research" didnt Honda make a US model CBR 150/250/400 maybe even smaller that was street legal?

It came up in a certain type of conversation today and I could have sworn I saw one at the local Honda dealer here a few years ago.

They sell a CBR125 in Canada, but I do not think they sell it in the USA

Honda made/makes 125/250/400. You may have seen a Canadian or Euro model on the dealer floor. The later model bikes aren't hard to import.
