This was possible, he said, because it wasn't an ebay transaction -

He walked me through it, and it's pretty simple: I'll show you the instructions here. If you really want to know if it works, you can send me your allowance for the week and I'll confirm the no-load aspect!


First, log into your pay pal account and hit the 'send money' tab.

Then, you'll see the following choices: Attachment 20889






Choose the Personal tab and make the payment. In order for the transaction to be free to the sender and the recipient, the payment has to be made out of your paypal balance or come right out of your bank account; otherwise, apparently parties can choose who pays the normal 2.9% plus .35: Attachment 20888
